It is only necessary to give power to people where it benefits the group. People don't ned to give up all decision making to one person. That is just stupid in an age where we can all communicate freely with each other about all things. sure there must be some leadership, but it does not need to be total abrogation of decision making by the people. The aggregation of the relevant thoughts of people has long been an underutilized resource for solving common problems, especially since technology has allowed us to communicate so freely.
