Raise recycle bottle refund from 10 cents

Recycling refunds on empty bottles has been sitting at 10 cents for a long time in most states in Australia - since 2008 in SA. Given the benefits to the environment of recycling used plastic and glass bottles, I vote that the refund be increased in all states to 20 cents.
