Polluter Pays - A Micro-levy on travel
For every $1 spent on travel (flights, hotels, car rentals, cruises), $0.01 is automatically diverted into a global climate fund.
Money is collected at the point of sale - a 1% surcharge is added to the bill. People will hardly notice this, being less than a typical credit card transaction fee.
This could generate 10s of billions of dollars annually and would be relatively easy to implement. Allocation of funds is governed by an independent board. Importantly, the fund could support third world countries recovering from the increasingly frequent natural disasters that result from climate change; poorer countries are disproportionately affected by climate change, despite contributing the least emissions. This is one way to help them.
