Participating households or businesses with high compliance could be rewarded with small utility credits. Businesses generating high waste volumes could face small levies to fund the program. Eventually, suburb-based recycling rates could be published in newspapers, fostering friendly competition and community pride, all the while behavioural changes are being driven towards more sustainable practices across all demographics.
