Imagine what would be happening in Gaza with a functioning United Nations. As soon as a government started to kill innocents in another country or territory in pursuance of its goal, a functioning UN would have (a) held a Security Council meeting (b) sent in troops to protect the innocent, and (c) put in place steps for the arrest and prosecution of anyone implicated executing the plan that would inevitably involve the killing of innocents to achieve their goals. If the persons charged can successfully defend their actions, they will not be convicted.
