Good government in all successful countries has aways been procedural and not transactional. The US through its obedient majority congress is currently experimenting with governance by transaction at the whim of one person. Given beaurocracies are notoriously clunky, who is to say this will actually end badly? I guess everyone who doesn't share the same whims of the one man? That would be the majority.
