In 1945 a few beaurocrats from a few select countries, all male, got together and worked out the UN Charter. Acknowledging it would need to change with the times, they inserted a mandatory 10 year review process, sometimes referred to as the great broken ' San Francisco Promise' . It was 'broken' because it never happened. And it still hasn't happened! All of academia (who are interested in the topic) comment on the reason for this - it is not convenient for the most powerful nations in the world, because a review might reconsider their individual power of veto over any 'action' by the UN. But it actually would be convenient for everyone in the world including the constituents of their countries for there to be a complete review, as the current veto system is being clearly abused by self interested individuals who are leading veto powers. It is therefore necessary for the people of the world, if not their governments who may be beholden to those individuals, to speak up.
