UNIVERSAL SIGN LANGUAGE FOR ALL
Encourage the Deaf Communities of the World to use their joint knowledge to finalise a Universal Sign Language for ALL those who are profoundly deaf, BUT to INCLUDE A BASIC SIMPLE SIGNING VOCABULARY (with limited expression and signing complexity normal in deaf communities but NOT in speaking communities etc) for ALL SPEAKING PEOPLE to share as a UNIVERSAL LANGUAGE without resorting to digital translators or confusion due to accents and dialect. This would also be useful for communication in both quiet and noisy environments (eg. theatres, nightclubs and factories) also for joint international military or rescue operations). An initial basic vocabulary of 1-2,000 words could later be developed and expanded.
I believe this could and should be developed by international agreement in a planned and thoughtful manner including teachers and linguists, both speaking and signing to ensure an integated outcome capable of future development. There should be NO competitive or deadline elements which would lead to a sub-standard half-baked enterprise. ANYTHING working towards GLOBAL UNITY or
UNIVERSAL INFRASTRUCTURE DESERVES CAREFUL PLANNING and INTERNATIONAL COOPERATION.
USL should NOT be based on ASL or BSL or even English but should draw first from deaf communities. Once established , this would mean that ALL profoundly deaf people would be LESS ISOLATED and able to be INCLUDED instead of excluded from mainstream communication.
An added bonus might be a return to more human face to face communication over digital textspeak.
