All governments need tax revenues to operate and they should be levied part from earnings and part from consumption expenditure (easier to collect!). When taken from earnings, tax rates should differ between active income (lower) and passive income (higher except for retirees, etc) to encourage employment. Consumption taxes should be at a flat easy rate and exclude necessities of health foods, health and education.
