Here is my idea Each week, a book is selected as the National Book Of The Week. (Maybe a more organised version of Obama's 'what l've been reading recently' social media posts.) The book of the week can be made freely available each week as an ebook, and the whole thing is heavily publicised, discussed by the folk in government to make it a 'thing'. An initiative/ campaign to improve culture and literacy.
