I believe any local, regional, national, continental or global government should also be formed based upon the basis of income distribution. By this I mean that if 40% of a population live in relative poverty, then 40% of the government should come from the areas or backgrounds of the people most likely to be poor. However the government would also have division of powers, so there would also be a section of the government consisting solely of the most popular candidates.
