Gas boilers versus heat pumps

As the UK government pushes a switch from gas boilers to heat pumps, I have seen someone (who given the context I would assume has a fairly good education) suggest their carbon footprint would probably be lower sticking with their gas boiler given its efficiency of ~95%. However, this is not the case. A heat pump delivers about 3 units of heat per 1 unit of energy, while a 95% efficient gas boiler delivers 0.95 units of heat per 1 unit of energy. This is an important point that has clearly not gotten across. Methods of educating the public about these issues are clearly crucial here - I'm sure this person would change their mind about sticking with their gas boiler if they had the facts straight. Perhaps the formulation of environmental health campaigns deployed by the UK Government could help to get people motivated to make the change.
