This idea is not about dogs. It is about trees. As we know, most governments around the world are getting their ducks in a row to financially support and encourage a massive and swift change to a low carbon economy, using all sorts of policy levers. This idea is that as many governments as possible should right now start to foreshadow a massive investment in reforestation of denuded landscapes through the use of citizen help supported by sovereign funds. This will encourage countless broke, bored, opportunistic and/or retired people to start a hobby : developing seedling gardens -'hatcheries' you could call them - of native plants that can be monetized if and when a 'great reforestation' begins. There is nothing to lose by all governments announcing they are going to invest in citizen assisted reforestation, and that they intend to develop policy and legislation for this purpose, later. Such announcement by all governments would of itself cause millions of people around the world to invest some time and money into this activity. This is because propagating seedlings of native trees would be seen by many as 'worth a punt' financially, as well as being potentially good for the environment, and a legacy they can leave to the world. And it would probably be enjoyable. Many people would also just start researching what native plants they want to look at propagating for a seedling garden, say, next year, so that they can try to monetize their hobby perhaps the year after. If there is to be a trillion tree project or something similar that will save the world, then this is how it has to start. Announce now*, develop detailed policy later. Get people moving, get them interested. Give people a chance, and, by doing that, you will give the world a chance. *'Our country intends to be part of a global revegetation drive involving any citizens who wish to be involved. Participants may be paid or subsidized to propagate native seedlings and provide land and labour to the project to allow us to plant more native vegetation' There should also be a nursery hub in every regional centre of the world that oversees local revegetation operations, but that is an idea for another day...
