e-Scooters: a bit better monitoring, to keep the vulnerable safe.

The rise of eScooters in urban areas is a fantastically fun way and low-emissions to get around, all the while reducing congestion on the roads. However, many people don't realise the impact these scooters can have on people living with disabilities, particularly people who use wheelchairs. Riding on the walkway or parking the scooters in the middle of the walkway is incredibly inconvenient for wheelchair uses. Sometimes access is completely blocked by rogue parked scooters, for example ramps to train stations. This is a common problem among the disability community but raised concerns with local councils has yielded no change. A sort of failure affecting the most vulnerable is a complete failure. The good news: the technology on these things provides a simple solution. Parking on walkways shouldn't be an option. Easily monitored in cases of GPS ambiguity, as riders are required to photograph their scooter at the end of each trip anyway!
