An international board on genetic modification
Last year I read about a strain of E. coli bacteria that had been genetically modified to act as a simple neural network and was able to play naughts and crosses. This is a form of artificial intelligence. My first reaction is simultaneously "cool" and "yikes".
It feels that when it comes to manipulating nature, we REALLY need to make sure we remain on top of it (regulations, ethics, education etc).
I believe the construction of an International Board on Genetic Modification would be useful for mediating the risks of GMO by serving as a sort of information bank. If proposals for new GMO projects are required to be approved through this board, not only do we ensure ethics are kept up to standard but all information regarding this type of project would be able to be found in the same place. This could come in handy in the apocalypse. ;)
Of course the board would be made up of specialists from all over the world so diverse ethical standards are upheld.
