1. Gather the world's top earth scientists. 2. Work out where is the low hanging fruit problems/solutions for reducing greenhouse emissions. 3. UN (each September) require each country to tip in one percent of their GDP to addressing those low hanging fruit problems/solutions. 4. Each year do the same for the next highest fruit on the tree.
