As the populations in many developed countries start to stabilize and decline, a labor shortage is just starting to emerge across the planet. It is far from uniform, but it is evolving with predictable certainty. This idea is that the UN Refugee Agency, the UNHCR, get ahead of the game on this, and start to actually promote refugees as potential labor forces as well as political migrants. Smart governments will then increasingly identify communities in their countries that need numbers bolstered and actually bid FOR refugees. The countries offering the best accommodation, compassion and security will win them. As the practice becomes more common, protocols can be developed such as that bids more likely to succeed will be ones that offer to include a cohort of the non profitable persons from a refugee camp. All the existing laws and practices requiring care and protection for refugees could continue along side this new way of viewing refugees.
