My idea is to implement a volunteer experience (like work experience) program in schools, where kids can pick where they want some volunteering experience (op shops, soup kitchen, etc.). Many kids would establish relationships in these roles that keep them in the volunteering space for life. I think this is a good way to encourage people while they're young to give back to society (my thought is that it's not always about intention, but sometimes habit, and it would be good to help them get a foot in the door young).
