African Leadership

Preamble: The Paradox That Bleeds My Heart I write this idea not from the air-conditioned comfort of a foreign library, but from Thinkers Angle, Enugu, Nigeria, where I have spent protracted years in solitary meditation, anguished observation and melancholic bewilderment. Africa is not poor. This is the fundamental fallacy, the pernicious narrative that this idea seeks to demolish once and for all. Africa is a continent of almost obscene, superlative abundance. We possess sixty percent of the world's uncultivated arable land, extensive hydrological networks, clement climate, colossal deposits of gold, cobalt, lithium, crude oil, natural gas, and above all, a youthful, resilient, exuberant population. Yet we are scandalously impoverished. How can abundance produce scarcity? How can wealth produce want? I have coined a phrase for this pathology: Management Scantiness. Abundance in the midst of scarcity. Wealth in the midst of want. We are richly endowed but poorly managed. For six decades since independence, we have pursued an extraverted, decontextualized, and demonstrably failed model of leadership development. We dispatch public officials, governors, ministers, permanent secretaries, to Europe, America and Asia for episodic workshops lasting three days to three weeks. They collect estacode and per diem, take photographs in winter coats in front of white buildings, return with glossy certificates, but build nothing at home. This is not capacity building. This is what I call Capacity Tourism. Character is not formed in three days. Statesmanship is not formed in three weeks. Leadership is not a certificate, it is a culture. No matter how long the night, the morning must come. My idea is that morning. The Solution I propose the establishment of the African Leadership Development Institute [ALDI] - to be domiciled in Africa, for Africans, by Africans, owned by Africa. ALDI will be a residential, immersive, contemplative academy with programs ranging from one to three years, sufficient duration for profound intellectual, ethical, practical and psychological rehabilitation and formation. It will not be a conference center. It will not be a hotel where people come to collect allowance. It will be a true Institute with hostels, libraries, laboratories for democracy, practical farms, and innovation workshops, situated in a serene environment conducive to deep reflection. Why ALDI Is a Global Solution, Not Just an African Solution The world is interconnected. When Africa fails to lead itself well, the world suffers. When Africa fails, you see boatloads of young Africans perishing in the Mediterranean trying to reach Europe. You see terrorism in the Sahel spilling over. You see food insecurity because a continent that should feed the world cannot feed itself. You see resource curse and illicit financial flows destabilizing global economy. Conversely, when Africa is well led, the world benefits immensely. A well-led Africa will feed the world, will provide renewable energy, will provide youthful talent for global innovation, will become a destination where a French President will bring his family to spend two weeks holiday, not the other way round. Solving Africa's leadership problem is solving a world common problem. Location Philosophy Where should ALDI be? Location is not just geography, location is philosophy. Leadership formation requires solitude, serenity and communion with nature. Jesus went to the mountain, Buddha went to the forest, and our ancestors went to the sacred grove to seek wisdom. I propose a tripartite location for pan-African ownership: Main Campus: Enugu, Nigeria - 200 hectares. Enugu is coal city, with clement weather, undulating hills, historical significance as capital of former Eastern Region that produced the first indigenous university in Nigeria. The people of Eziama Amechi Idodo, my own community, have indicated willingness to host the Institute if approached respectfully by government. Annex 1: East Africa - Kigali, Rwanda - 50 hectares. Rwanda has taught Africa how a nation can rise from genocide to become a paragon of organization and cleanliness. Annex 2: Southern Africa - Windhoek, Namibia - 50 hectares. Namibia has space, peace and tranquility. This ensures no country says it is a Nigerian institute. It is African institute domiciled in Africa. Architectural Master plan ALDI will not be like our conventional universities with cracked walls, smelling toilets and uncut grasses. ALDI must be so beautiful, so organized, that when a visitor enters; he will exclaim, so Africa can be this beautiful? It will be a microcosm of the Africa we desire. A. The Administrative Cathedral: Built with African architecture - high roofs, wide corridors, natural ventilation, using local materials. B. Residential Chalets, Not Hostels: In Nigerian universities, four people sleep in one room. That is not dignity. ALDI will have 500 modest but dignified self-contained chalets, two participants per chalet, and total capacity 1000 residential participants per session. Each chalet will have small garden where participant must plant something. As our Igbo proverb says, "He who plants knows the pain of weeding." You cannot destroy what you planted. C. The Library of Creation - My Signature Contribution: This will be signature building with three wings. Wing of Written Knowledge - 100,000 books on leadership, governance, economics, agriculture, technology. Wing of Audio-Visual - Documentaries on how Singapore moved from third world to first world, how Lee Kuan Yew did it, how Rwanda rebuilt. Wing of Nature - Live demonstration of ant colony, beehive, termite hill under glass, with microscopes. Participants will study how ants organize without police, without EFCC, without army, yet no ant steals another ant's food. How bees produce honey without supervision. This is my philosophy of inspiration from THE BOOK OF CREATION. Nature is primordial laboratory of innovation. What passes for education today is mere information aggregation to pass examinations. Knowledge tells you what is. Inspiration tells you what can be. Our system is affluent in knowledge but indigent in inspiration, hence professors of agriculture in a continent that cannot feed itself. D. The Democracy Laboratory: Simulated parliament, simulated local government council, simulated courtroom, where participants will practice democracy, practice debate, practice passing bills, practice judicial independence. You cannot learn swimming by reading about water, you must enter water. E. Farms and Workshops - The Humility Wing: 50 hectares of practical farm - poultry, fishery, crop farming, greenhouse. Workshops - carpentry, welding, solar panel installation, bricklaying. Every participant, whether Minister or Permanent Secretary, must farm two hours every week. Must mold blocks. This cures arrogance. F. Innovation Hub: 24-hour hub with internet, 3D printers, computers, where participants will develop African solutions to African problems - how to process cassava to last one year, how to store tomatoes, how to make hospital beds locally in Aba. Curriculum I propose three programs: One Year Certificate in Foundational Leadership - For youth leaders, market women leaders, okada union leaders, wards councilors. Modules: Self Love and Self Discovery to cure inferiority complex, Time Consciousness - my 86,400 seconds philosophy, Civic Responsibility and Cultural Renaissance - how to queue, how to protect public property, Practical Productivity. Two Year Diploma in Transformational Leadership - For Local Government Chairmen, State Commissioners, Directors, CEOs, Traditional Rulers. 18 months residential, 6 months field attachment in Singapore, Rwanda, and Botswana. Additional modules: Political Economy of Africa, Public Finance and Anti-Corruption, Infrastructure Delivery and Maintenance Culture, Leadership as Sacred Trust. Three Year Fellowship in Strategic Leadership: Flagship for Presidents, Governors, Ministers, Senators, Permanent Secretaries, and Vice Chancellors. Executive format: Before graduation, you must complete a community project - build a classroom, build a borehole, train 50 youths. Not just certificate, but evidence. Teaching methodology: 30% lecture, 30% practical, 20% meditation and reflection, 20% community service. Faculty We will not recruit only professors with big grammar but no practical experience. Faculty will be 40% Academics with proven research, 40% Practitioners - former Presidents who succeeded, former Ministers who performed, successful industrialists like Aliko Dangote, Innocent Chukwuma of Innoson Motors, successful farmers, 20% Sages - traditional rulers, elders, spiritual leaders who understand Book of Creation. Remuneration will be competitive, in dollars. Funding and Sustainability There will be modest take-off cost. Funding model: 30% take-off grant from African Union and AfDB, 20% endowment from UNESCO and UNDP, 20% tuition paid by sponsoring governments or private sector, 15% Diaspora Bond - Africans abroad will buy bond, 15% Internally Generated Revenue from ALDI farms, consulting. Governance Board of Trustees of 15 eminent Africans, including former Heads of State, Nobel laureates, captains of industry, youth representatives, chaired by neutral elder statesman. Rector appointed for single 5-year non-renewable tenure, to avoid sit-tight syndrome we preach against. No political interference. Autonomous with its own Act. My Appeal to the World I am Christian Chukwuchebe Nwani, from Eziama Amechi Idodo, Enugu, Nigeria. I am not a rich man. I am a thinker, a man who has watched his continent bleed despite abundance. I present ALDI to Global Democracy because I believe the people of the world, not just governments, can decide that Africa deserves a leadership institute domiciled in Africa.
