Levy for international aid

Around the world, so many people need help. There are countless situations where aid is needed, for displaced people, famines, natural and climate-change-induced disasters and on and on. Also there are a myriad of organisations out there providing assistance. Which one would you donate to? Which crisis is more urgent? And does everyone who can afford it donate ? And are individual donations diluting the effectiveness by being sent to a million different charities? My idea is that there is a levy for international aid applied to the top 30% of earners. Then presumably government, which has access to the best information, can funnel the funds to the most urgent situation and to the most effective organisations. More people need aid. Governments can’t do this alone.
