Prisons should be for practical purposes and not for retribution. Prison should not be for punishment. Human knowledge has come so far that we now know that people's behaviors are caused by a confluence of factors including genetic, historical, circumstantial, hormonal, emotional, situational etc. It is time to throw away retribution as a reason for punishment, and really focus on the 'proper ' reasons for putting people in jail: deterrence (general and specific) protecting society, and enabling rehabilitation. All savings on putting people in home detention instead of jail should go to rehabilitation services in prison.
